Energy cost allowance for international students

Are you an international student, living in Maastricht and struggling financially due to high energy bills? Find out if you're eligible for the one-off Energy Cost Allowance for international students. If you meet all the conditions, you can get an amount of 400 EUR. 


  • You are aged 18 or over.
  • You have been enrolled in a full-time course at a vocational (MBO), higher education (HBO), or university (WO) level for at least 6 months.
  • You are registered with the municipality of Maastricht.
  • You are not receiving student finance from DUO, the Dutch government’s agency for student finance. 
  • You rent a room or live in an independent residence in Maastricht. For more information on what qualifies, see the FAQ section below.
  • You have an energy contract in your name. If you don’t have your own energy contract but still pay monthly energy costs to your landlord, please include documentation to prove this.
  • Your net monthly income (excluding holiday pay) does not exceed 110% of the maximum amount DUO pays to students living away from home:

    • MBO: 1,132.50 EUR per month
    • HBO or university: 1,339.75 EUR per month

    An amount of 335 EUR per month is added to this limit if you are a single parent.

  • Your savings count as income if they exceed the following amounts:
    • Single: 1,700 EUR
    • Single parent: 2,100 EUR
    • Married or cohabiting: 2,300 EUR
